North Africa Quadrant
Estimated Population: ~30,000,000
The majority of Northern Africa, already mostly desert, is now a radioactive wasteland thanks to the Zentraedi assault. The northwestern portion of the habitable part of the region is solidly under the control of the Islamic African Peoples' Republic, while the remainder of the Quadrant is solidly under UEG and Southern Cross control.
- >Niamey: former site of the RDF's Africa headquarters, and now home to a major ASC base, this city often resembles a police state. Determined to protect the vital industries of the city from any disruption, the Southern Cross keeps a tight rein on the city, with constant patrols by the Civil Defense Unit. The Global Military Police also maintains a strong presence in the city to weed out foreign agents sent to infiltrate and spy on the Southern Cross and the UEG.
- Lagos: this city was badly damaged in the Zentraedi assault of 2011, but was extensively rebuilt during the Reconstruction and has a thoroughly modern downtown core, though there are still a large number of makeshift slums and shantytowns on the outskirts. Lagos was the site of a conspiracy between the regional governor and rogue RDF soldiers to conquer the African continent in 2016, but the plot was thwarted by RDF and UWG agents. As a result, a stronger military presence was established in the city and it fell under UEG control. That control became tighter during the Malcontent Uprisings, when the city's airfields and harbor became vital to the fight against the Zentraedi. Today Lagos is home to a large military base used mainly by the Southern Cross Tactical Air Force and Sea Squad.
- Freetown: when the UEG took control of Lagos after the attempted coup, and the subsequent Malcontent Uprisings, many of the factions uncomfortable with (or directly opposed to) the new power structure moved to Freetown. The influx of resources helped speed the reconstruction of the city and it is well on its way to becoming a major political force in the region. Freetown's independent status also makes it a major hub of espionage in North Africa.
Congo Quadrant (Disputed Zone)
Estimated Population: unknown
Like South America and Indonesia, the jungles of the Congo Quadrant were a haven for rogue Zentraedi. Fewer in number and less organized than their South American counterparts, the Zentraedi of the Congo nonetheless posed a major threat to the continent. Whereas in South America the Zentraedi were more or less contained within the Control Zone, in Africa the giants had free reign and frequently raided nearby cities and tormented the human refugees struggling to survive within the Disputed Zone of Central Africa. The Congo Quadrant became the central base of the organized Malcontents and was the site of the last major battle of that conflict, when RDF forces led by Miriya Sterling vanquished the leaders of the Uprisings. Today the Congo Quadrant is largely uninhabited, with only a transient population of refugees. Attempts are currently underway to start a viable agriculture industry in the coastal areas, but civil strife in the area are hampering the effort. Recently the EBSIS began expanding into the northeastern portion of the Quadrant, possibly hoping to gain control of the eastern half of the region as a prelude to an invasion of the strife-torn Angolan Quadrant.
- >Fort Victoria: this huge fortification was the RDF's sole presence in the Disputed Zone during the conflict with the Zentraedi. Constantly under siege by the Malcontents, the base was in a constant state of disrepair. Only its strategic location kept it in operation during that period. Since the defeat of the Zentraedi and the departure of the RDF, the base has lost much of its stature. It is now home to the Southern Cross Jungle Squad, which is responsible for the patrol of the Quadrant.
Angolan (Southern Africa) Quadrant
Estimated Population: ~30,000,000
During the Reconstruction and shortly after, this region was mostly peaceful while the north of the continent was overcome with anarchy. Since the UEG reclaimed control of the North Africa Quadrant, however, the situation in the south has suffered. Today the Angolan Quadrant is filled with dozens of small baronies and kingdoms in a constant state of conflict over the dwindling resources.
- Luanda: this city is the major seaport of the Quadrant and is a center of industry, mainly foundries, sawmills and textiles. The city is coveted by many of the minor powers in the area, but it has a strong independent military that is loyal to the municipal government. Still, criminal enterprise and espionage are thriving in the area. It is rumored that the city government is secretly controlled by the Merchant Republic.
- Fort Hope: one of the first bases constructed by the Southern Cross, and once the African headquarters of the ASC, this base has lost much of its prestige in recent years, especially since the Africa command moved its headquarters to the former RDF base in Niamey in the Northern Africa Quadrant. The base is under-funded and ill-equipped to handle the patrol of the Quadrant and most of the senior officers have formed secret alliances with one or more of the local warlords.
- Lilongwe: a major agricultural and trading center, Lilongwe is at the eastern end of the only major overland trade route to the seaports on the western coast (the eastern coast having been reduced to wasteland in the Zentraedi planetary bombardment). Its importance and wealth has allowed it to remain independent of the various powers in the area, even Zimbabwe, which is dependent on the trade route to export its mineral wealth.
Islamic African Peoples' Republic
Estimated Population: ~20,000,000
From out of the chaos following the planetary assault, several local chiefs, warlords, and religious leaders had carved out a series of small, loosely affiliated baronies in Northern Africa. In late 2013/early 2014 one man, a soldier and Muslim chieftain named Sayad Abd-Allah, came to dominate the region. Through diplomacy, charisma, and brute force he forged these baronies into a single powerful political alliance, the Islamic African Peoples' Republic. The Islamic Republic is still made up of separate baronies, each ruled by a local government, but larger issues of law are decided by a central authority called the Assembly, made up of representatives from the individual baronies as well as religious and military leaders. The Assembly controls matters of law and government that apply to all of the Republic's constituent baronies. Military and external diplomatic matters for the Republic are personally controlled by Sayad Abd-Allah, who has retained this control for over fifteen years with the same charm and guile with which he formed the Republic. With the destruction of much of the Middle-East in the Zentraedi assault, the Islamic Republic has become the center of Islamic culture and faith on the planet. Islam is the state religion and the Republic follows Islamic (Sharia) law. There are tensions between the Islamic Republic and the UEG, which controls the rest of the North Africa Quadrant and many of the more aggressive warlords are pushing for expansion of the Republic's borders into territory currently allied with the UEG. The EBSIS is encouraging these ideas and maintains a good trade relationship with the Islamic Republic, supplying advanced weaponry (via the Merchant Republic) to the Islamic Republic's army. The Islamic Republic, in turn, is negotiating with the EBSIS for access to Islamic holy sites in the devastated Middle East, sites which are now nominally under EBSIS control. Though presenting a unified front, the Republic is currently suffering from increasing internal disputes and soon Sayad Abd-Allah's force of will and military power may be the only thing preventing the nation from descending into civil war.
- Dakar: site of a major port and airfield, Dakar is a key location for sea and air trade between Africa and South America (especially the Merchant Republic). Dakar is also the capital of the Islamic African Peoples' Republic, where the Assembly meets and from where Sayad Abd-Allah runs the military and diplomatic efforts of the Republic.
New Empire of Greater Zimbabwe
Estimated Population: ~10,000,000
With the loss of the coastal cities in southeastern Africa, the centers of commerce and government were also lost. The region was largely ignored during the early part of the Reconstruction as the UWG focused its efforts on sectors they felt were more significant, leaving the survivors to fend for themselves. Local entrepreneurs and foreigners, businessmen and industrialists who had survived the assault, took charge and banded together and rebuilt the area's trading network. This allowed them to control the transport and sale of food, weapons, and other vital resources needed to rebuild a government and economy. Eventually, these businessmen realized that the easiest way for them to maintain control was to declare the region an independent nation and by the time the UWG arrived to re-establish their presence in the region the New Empire of Greater Zimbabwe was already there. Supposedly based on the ancient Zimbabwe Empire that once ruled the area, the government of the New Empire clothes itself in African nationalist propaganda. In reality the Empire is ruled by profit, and many of its rulers are not even of African descent, let alone natives. The country is ruled by the High Imperial Board of Directors, made up of prominent businessmen who pass laws, appoint the bureaucracy, and strictly control the economy. Senior government and military positions are assigned not by merit, but by whomever can bid (bribe) the most for a given post. These people in turn award subordinate positions to family, friends, or anyone who can pay them in turn. As a result, the entire country is run by the greedy and corrupt, at the expense of the innocent poor. The majority of the populace is on the verge of starvation, ruled by a wealthy elite. The only thing keeping the government in power is the fact that those in charge of the military know that the current system is what is keeping them in the lap of luxury.
- >New Zimbabwe: established near the ruins of the capital of the old Empire of Zimbabwe, the current capital is a reflection of the nation as a whole. The wealthy elite rule from huge towers in a thoroughly modern (and well-protected) city core, surrounded by miles of urban slums and shantytowns where the workers and the poor live.
Eastern Bloc Soviet Independent State (E.B.S.I.S.)
